Traditionally recognized for its agricultural output and mineral wealth, this high-altitude territory is rapidly becoming the epicenter of China’s computational infrastructure. Recent data from Goldman Sachs highlights that nearly 100 data processing facilities have been established or planned in the area since 2016. The scale of this development is immense, with corporate commitments totaling an estimated 12.5 gigawatts of power capacity. To put this in perspective, this exceeds the projected 10-gigawatt capacity of the high-profile Stargate project currently being developed by OpenAI.
Several geographic and economic factors make Ulanqab an ideal location for these massive server farms. The elevated plateau experiences harsh, extended winters, providing a natural cooling mechanism that reduces the immense energy demands typically required to prevent hardware from overheating. Furthermore, the region offers some of the most affordable electricity in the nation, drawing from a diverse energy mix that includes traditional coal and a rapidly growing sector of wind and solar power. While earlier facilities in the area were primarily used for backup storage due to their distance from coastal cities, the advent of generative AI has changed the calculation. Large-scale model training can be conducted in these remote areas without the need for the instantaneous data transfer speeds required by other consumer applications.
Industry giants and emerging startups alike are shifting their strategies by investing in their own physical hardware rather than relying on third-party cloud services. Major players like ByteDance, Alibaba, and Xiaohongshu, alongside the AI firm DeepSeek, are among those establishing a footprint in the region. This transition signals a maturing of the Chinese AI sector, as firms move to close the infrastructure gap with their international competitors. To facilitate this, dedicated high-speed fiber optic connections have been installed, drastically reducing lag time and making the region viable for real-time AI tasks.
However, this rapid industrialization faces a significant environmental hurdle: water scarcity. The climate in Ulanqab is notably arid, and the local utility infrastructure is already under strain trying to satisfy the needs of its 1.5 million residents. While data centers in this specific climate only require supplemental water for cooling during the hottest months, the sheer volume of planned projects could jeopardize the local water supply. Additionally, while the government hopes to pair these centers with the region's surplus of renewable energy, roughly 37 percent of the power currently consumed still originates from coal, highlighting the ongoing tension between technological advancement and environmental sustainability.
