In Wisconsin, for example, regulators have considered requiring Oracle to provide over $7 billion in collateral to ensure that local utility customers are not burdened by the infrastructure costs of such a high-capacity user, a requirement the company is currently contesting. Meanwhile, the large-scale campus in Texas is not expected to be fully operational until the end of 2028.
